Hence all those candidates who could not meet the criteria of tie-breaking rule, also have to wait for yet another draw of express entry pool to be considered for ITA, even they score above the CRS cut-off range.

This way you will at least have an edge over other non-serious candidates in terms of time, no matter the score.
